Child and Youth Engagement Worker

- Responsible for overseeing and co-ordinating VACFSS’s youth engagement initiatives and programs including the CRUW program, YAC, and supporting youth engagement within each of the VACFSS programs as directed by the Guardianship Manager. supports healing and growth.
- Responsible for coordinating a comprehensive child and youth engagement strategy that is grounded in Indigenous culture, protocol, and the development of strong Indigenous identities and leadership /life skills for Indigenous children and youth in care or with child welfare involvement.
- Develop and implement a comprehensive children’s engagement strategy including programming that promotes the development of a healthy Indigenous identity through the introduction of teachings and protocols, fosters self-confidence, and engages with the agency.
- Maintains and develops positive relationships with relevant community partners in relation to Indigenous child and youth engagement and participation in community-based initiatives. May include representing VACFSS on community-based committees and initiatives.
- Prepares formal and informal reports on the status of child and youth engagement across the organization to the Guardianship Manager on a regular basis. This may include proposal writing or grant applications as it relates to the expansion and development of engagement strategies. This may also include reporting out to stakeholders, board of directors and the agency.
- Keeps detailed, well organized records of the work completed, and regularly backs work up on the VACFSS server
- Masters of Social Work (MSW); or
- Bachelor of Social Work (BSW); or
- Bachelor of Arts in Child and Youth Care; or
- A Bachelor degree specializing in a related human services field
- Minimum 4 years’ experience in youth engagement, preferably working with Indigenous children and youth
- Ability to independently engage Knowledge Keepers and Elders through protocol
- Oversight of contractors and experience with contract management

- Excellent therapeutic and strengths-based behavior intervention skills.
- Ability to work from a Trauma-Informed practice lens.
- Strong understanding of the impact of trauma and FAS on children’s abilities and behaviours.
- Provides support to Cultural Coordinator in planning and facilitating cultural events for foster families, children and youth.
- Proficient in the use of computer applications (Microsoft Office) and standard office equipment to generate, access, and disseminate information.
- Comprehensive understanding of Aboriginal history as it relates to Urban Aboriginal child welfare.
- Working knowledge of the CFCSA, AOPSI standards, and the duty to report
- Demonstrated skills in Indigenous youth engagement.
- Ability to develop and foster relationships with community partners and VACFSS stakeholders.

The VACFSS Guardianship program is responsible for the care and well-being of Indigenous children under a Continuing Custody Order. Our approach is situated in a model of the child in the center of their circle of support, surrounded by family and community. The Guardianship program focuses on developing holistic care plans with an emphasis on connection to family, culture and community.
PURPOSE OF POSITION
Reporting to the Guardianship Manager, the Child and Youth Engagement Worker is responsible for: coordinating overall youth engagement strategies and practice in all VACFSS Programs, including the Culturally Relevant Urban Wellness (CRUW) Program, the Youth Advisory Committee (YAC), and the CIRCLE Program. The Child and Youth Engagement Worker will be engaging directly and meaningfully with youth, leading VACFSS’ participation in community-based youth engagement initiatives, coordinating engagement strategies as well as culturally grounded initiatives and programs for children ages 6-12. This position will provide oversight to contractors for youth programs including CRUW, YAC and CIRCLE.

Resources is responsible for the administration and management of foster homes for VACFSS. This responsibility involves recruiting, training, supporting, and monitoring Indigenous foster caregivers as well as non-Indigenous caregivers who have a connection to the Indigenous community. The mission of the Resources Program is to provide safe alternative care for Indigenous children in care that promotes and respects their cultural identity. Resources facilitates a Cultural Education Program, Caregiver Education Program, specialized caregiver training, caregiver self-help, and in home support services.
The Resources Social Worker (RSW) reports to a Resources Team Leader and works in partnership with VACFSS’s Child Protection and Guardianship programs. The RSW Home Study Writer conducts holistic home studies to ensure that caregivers understand and meet the Family Care Home Standards.
The position requires the RSW to conduct and write Structured Analysis Family Evaluation (SAFE) home studies. This standardized Home Study methodology is used by both private and public welfare agencies to study and evaluate perspective adoptive, kin, and foster families. SAFE aids the RSW in performing a thorough, structured, and uniform evaluation of families who have applied to foster at VACFSS. It is a collaborative process with the Caregiver Applicant to help identify an Applicant’s ability to provide safe and effective care to a foster child.
The SAFE Home Study process entails very personal, respectful, and in-depth conversations in the Applicant’s home of all the adults and children living in the home. The RSW will also observe the Applicant’s family interactions during the home visits. The SAFE Home Study often takes between four to eight lengthy meetings to complete, or 50-60 total hours, depending on the number of people in the home.

JOB SUMMARY:
VACFSS is seeking Casual Administrative Assistants to support our programs including Child Protection, Guardianship, Resources, Family Preservation and Infrastructure on an on-call basis. Casual employees may be asked to take on short term assignments (1 to 5 days) or long term assignments (2 weeks to 3 months) based on their availability and the needs of the Program requiring support. This is a great opportunity to start with our Agency and Casual employees will have the ability to apply to permanent full-time and term opportunities that come up in the organization.
Reporting to the Supervisors of Administrative Services the Administrative Assistants provide administrative support to the programs at any one of VACFSS 3 offices by providing a variety of confidential and professional administrative support services to programs, departments and staff. This position will assist various agency programs by maintaining client files, preparing documentations, correspondence, reports and other information as required utilizing various computer applications; and providing switchboard duties as needed. Some other administrative duties include ordering/requesting applicable forms, booklets, or program supplies, completing large volume mail outs using mail merge and completing computer entry to the client case management system. These functions and all other duties will be performed in a courteous, professional manner and require working collaboratively in a team environment. Successful candidates will be task orientated and willing to demonstrate effective teamwork, initiative, organization and interpersonal skills. This role is a frontline position where you will be the first contact with our clients, partner agencies/organizations and other professional colleagues.

The Culturally Relevant Urban Wellness (CRUW) Program was developed in 2011 by a
community partnership interested in promoting the use of green space as a source of wellness and concrete skill development for youth. The program targets Indigenous youth in foster care and other diverse youth from community and is grounded in the Indigenous perspective that we derive wellness and community from relationship and interaction with land and territory. CRUW is based at Vancouver Aboriginal Child and Family Services Society (VACFSS) and operates in partnership with The Indigenous Research Partnerships and xʷc̓ic̓əsəm Garden, the Centre for Sustainable Food Systems at the UBC Farm, and the Ministry of Child and Family Development (MCFD). CRUW has three distinct programming streams, including: 1) the core UBC Farm program; 2) the Life Skills & Leadership program; and 3) the Youth Mentor Committee.
Together these programs address the core objectives of:
1. Honouring Our Diversity
2. Holistic and Sustainable Urban Wellness
3. Emotional and Cultural Competence
4. Youth Leadership
The UBC Farm CRUW program brings Indigenous youth in the care of VACFSS together with other diverse youth from MCFD to the UBC Farm. Youth participants spend 15 Saturdays working with Indigenous Elders and knowledge keepers, program staff, and other community members engaging in a variety of activities and workshops on both garden and indoor settings. Participants are split into 3 groups of 10 youth, each led and supervised by a Group Leader – who in turn, is supported by a youth worker, a youth mentor and a volunteer. All service contractors are also required to attend a paid staff and volunteer orientation prior to the program.

As a Group Leader, you will bring with you:
• Strong capacities in youth work (both in groups and one-to-one work)
• Strong facilitation abilities
• Direct experience working with Indigenous youth/communities
• Direct experience with leading outdoor and experiential programming
• An undergraduate degree in Child and Youth Care, Social Work, Education, Recreation, Health Science, or related fields; OR a diploma in other social service fields and 3 years of related work experience
• Valid First Aid (or a commitment to obtain prior to start date)
• Valid Criminal Record Check (to be provided by VACFSS)
• Valid, unrestricted class 5 driver’s licence
• Be fully vaccinated (two doses) for COVID-19
